Bu çalışmada Türkiye imalat sanayinin ve imalat sanayine yönelik yatırım teşviklerinin teknolojik dönüşüm hedefleri doğrultusunda, katma değer ve teknoloji düzeyleri açısından genel bir değerlendirmesi yapılırken; farklı teknoloji sınıfları ve uygulamalar için oluşan destek yoğunlukları ve farklı bölgelerdeki teknolojik gelişmişlik düzeyleri de dikkat alınarak yatırım teşviklerinin yapısal dönüşüm için daha etkin kullanımına yönelik bir takım öneriler geliştirilmiştir. 2012 yılında yürürlüğe giren mevcut yatırım teşvik sistemi ile yüksek ve orta yüksek teknolojili yatırımların ağırlığında önceki dönemlere göre bir artış trendi yaşanmaya başlanmıştır. Çalışmada yapılan analizler, öncelikli yatırımların teşviki uygulaması kapsamında desteklenen sektörlerin teknoloji yoğunluğunun diğer uygulamalardan daha fazla olduğunu gösterirken, teknolojik yoğunluğu görece en düşük sektörlerin desteklendiği uygulama ise bölgesel yatırımların teşviki uygulaması olmuştur. Bu çerçevede özellikle gelişmiş bölgelerde düşük ve orta düşük teknolojili yatırımlardan mümkün olduğunca uzak durularak söz konusu sektörlere yönelik desteklerin gelişmiş bölgeler için azaltılması veya tamamen sonlandırılmasının daha doğru bir yaklaşım olacağı sonucuna ulaşılmıştır. Diğer taraftan her bir yatırım, farklı destek unsurlarına ihtiyaç duyabilmektedir. Mevcut teşvik sisteminde yatırımlara sağlanan destek unsurları ise bir bütün halinde sunulmaktadır. Kaynakların verimsiz kullanılması gibi bir sonuç yaratan bu uygulamaya karşın yatırım teşvik sisteminde sağlanacak destek unsurlarının yatırımların niteliği ve yatırımcı ihtiyaçlarını gözetecek bir biçimde esnekleştirilmesi bu çerçevede de özellikle teknolojik dönüşüme katkı sağlayacak yüksek teknolojili ve katma değerli seçilmiş yatırım projelerine yönelik esnek desteklerin sağlanması daha doğru bir yaklaşım olacaktır.

Within this thesis, in the direction of the technological transformation targets aimed at Turkish manufacturing industry and at the investment incentives for Turkish manufacturing industry, while an overall assessment being made in terms of the added value and technological levels, a number of recommendations have been brought for the more efficient use of the investment incentives in terms of the structural transformation by taking into account the support intensities and the development levels in various regions created for different technological classifications and practices. With the current investment incentive system which came into effect in 2012, an upward trend of high and medium-high technology investments has been observed when compared to the previous periods. The analyses in this thesis indicate that the technological intensity of the sectors which are supported within the priority investment incentive scheme is higher than the other schemes, relatively the least technologically intense sectors are supported within the scope of the regional incentives scheme. Within this framework, it has been concluded that to decrease the low and medium-low technology investments or terminate particularly in the developed regions would be a better approach. On the other hand, each of the investments require different support measures. Moreover, in the current investment incentive system the support measures are provided in a body. Contrary to this practice, which results in the inefficient use of sources, it would be a better approach to elasticate the support measures as per the characteristics and the investors’ requirements and, within this framework, to provide some flexible supports for some selected investment subjects with high technology and high added value that will contribute to the technological transformation.
