Trans-Pacific Partnership (TPP) negotiations will conclude in 2012. But current TPP members have been evaluating whether it will be possible to bring Mexico, Canada and Japan to the trade talks while preserving the Partnership's goals and maintaining momentum, as Japan's prime minister has been struggling to build internal support for the trade deal. RAND Corporation researchers Julia Lowell and Rachel Swanger explored the prospects of Japan and the United States finding common ground and cooperating on global trade-and whether including Japan in the TPP, negotiating a U.S.-Japan free trade agreement, or reigniting the Doha round of debates would be the best way forward.
