Türkiye’de kooperatifçiliğin başlangıcından gelişimine kadar kooperatifler tek bir bakanlıktan hizmet alırken, çeşitli türlere farklı bakanlıkların hizmet sunması bir “Kooperatifler Bakanlığı” fikrinden, kazara doğmuştur. 1974 yılında Köy İşleri Bakanlığına “Kooperatifçilik” adı eklenerek bir Kooperatifler Bakanlığı kurulması amaçlanmış, ancak o tarihe kadar tüm kooperatifler Ticaret Bakanlığına bağlı olduğundan böyle marjinal bir düzenleme uygulama fırsatı bulamamış, sonuçta tarımsal amaçlı bazı kooperatifler yeni oluşturulan Bakanlığa geçerken diğer türler Ticaret Bakanlığında kalmıştır. Kurulan Bakanlığın ömrü uzun olmasa da, bu tarihten sonra kooperatif türlerinin ayrı bakanlıklardan hizmet görmesi politikası sonlandırılmamıştır. Günümüzde, İlgili Bakanlıklar, kendi bünyesindeki kooperatiflere yönelik politikalar geliştirmekte, hizmet sunum biçimleri de birbirinden farklılıklar göstermektedir. Hal böyle iken ulusal düzeyde bir kooperatifçilik politikasının belirlenmesi mümkün olmamaktadır. Kooperatifçiliğin geliştirilmesi, tüm kooperatifler için yeknesak uygulamalara geçilmesi ve etkin ulusal bir kooperatifçilik politikasının belirlenmesi amacıyla kooperatiflere hizmet sunan tek kurum düzenine geçilmesi önem taşımaktadır.

From the beginning to the development, while cooperatives in Turkey receiving services from one ministry, different ministries for various cooperative types was born from the idea of “Cooperative Ministry” accidently. In 1974, a Cooperatives Ministry was intended to be established by adding the name “cooperatives” to the Ministry of Rural Affairs, but until then, because all cooperatives were affiliated to the Ministry of Trade, there was no opportunity for such a marginal arrangement, and as a result, some cooperatives for agricultural purposes were moved to the newly formed Ministry while other types remained in the Ministry of Trade. Although the life of the new ministry is not long, since then, the policy of cooperative types serving from separate ministries has not been terminated. Today, the relevant ministries are developing policies for cooperatives within their own structure and the way of service delivery varies from each other. As such, it is not possible to determine a cooperative policy at the national level. In order to develop cooperatives, to implement uniform implementations for all cooperatives and to establish an effective national cooperatives policy, it is important to adopt one ministry that provides services to all cooperatives.
