Günümüz dünyasında küresel değişimler dünya ticaretini önemli ölçüde etkilemekte ve bu da yeni bir ekonomik yapılanma olarak kendini göstermektedir. Bu yeni anlayış, özellikle hizmet ihracatını ön plana çıkarmış, dolayısıyla ülkeler politikalarını bu yönde şekillendirmeye başlamıştır. Bu bağlamda, hizmet sektöründe önemli bir yeri olan uluslararası eğitim de sağladığı doğrudan ve dolaylı katkılar nedeniyle başta gelişmiş ülkeler olmak üzere tüm dünyada önemle ele alınmaktadır. Bu çalışma, pek çok ülkenin pay alabilmek için yarıştığı uluslararası eğitim sektöründe; Türkiye’deki mevcut uygulamaların rekabet gücünü artırmada yeterli olup olmadığını araştırarak uluslararası öğrenci transferinin nasıl artırılabileceğini ve ekonomiye etkilerinin neler olabileceğine ilişkin sorulara cevap bulmayı amaçlamaktadır. Bu çerçevede çalışmanın giriş bölümünde, uluslararası eğitim sektörünün tanımı, unsurları ve serbest ticareti ile ekonomiye olan doğrudan ve dolaylı etkileri ele alınmış, ikinci bölümünde ise sektörün dünyadaki ve Türkiye’deki durumu ile lider ülkelerden Amerika Birleşik Devletleri ve İngiltere ile sektörün yükselen değerleri Malezya ve Güney Kore örnek ülke incelemelerine yer verilmiştir. Çalışmanın sonuç bölümünde ise elde edilen bulgular çerçevesinde, Türkiye’nin dünyadaki rakipleri karşısındaki güçlü ve zayıf yönlerine ilişkin tespit ve değerlendirmeler yapılmış; bunun neticesinde uluslararası eğitim sektöründe hizmet ihracatı gelirlerini artırmaya yönelik çeşitli strateji önerilerine yer verilmiştir

Global changes in today’s world, affect world trade significantly and this shows itself as a new economic structure. This new approach, has especially featured export in services, so countries have begun to shape their policies in this direction. In this sense, international education which has an important place in the service sector with its direct and indirect contributions, is evaluated primarily by developed countries and the rest. This paper, aims to answer how to increase international student transfers and what may be the economic affects by investigating if existing applications is sufficient to increase the competitiveness of Turkey in the international education sector which many countries race to get a share. In this context, in the opening chapter the definition of international education sector, its elements and free trade with the the direct and indirect effects on the economy are mentioned, in the second section, situation of the sector in the world and in Turkey, investigation of leading countries United States and the United Kingdom, rising values of the international education Malaysia and South Korea are discussed. In the conclusion of the study, within the framework of obtained findings, determination and assesments has made regarding Turkey's the strengths and weaknesses against her rivals in the world, as a consequence of the proposal various strategies to increase export revenues in the international education services sector are included.
