Bu çalışma, yurtdışı müteahhitlik hizmetleri sektörü ile müteahhitlik projelerinin finansmanının dünyada ve Türkiye özelinde incelenmesiyle, Türk yurtdışı müteahhitlik hizmetleri sektörünün gelişmesine yönelik proje finansmanı önerileri sunmak amacıyla hazırlanmıştır. Çalışmaya, proje finansmanı kavramının literatürde yer alan tanımları ve geleneksel finansmandan farkının incelenmesiyle başlanmış, yurtdışı müteahhitlik hizmetleri sektörü de GATS kapsamındaki tanımlarıyla incelenmiştir. Dünyada inşaat sektörünün incelendiği bölümde, genel itibariyle sektöre ve yurtdışı müteahhitlik hizmetleri sektörüne ilişkin ekonomik göstergeler açıklanmıştır. Ayrıca, yurtdışı müteahhitlik hizmetleri sektörü, coğrafi, sektörel ve hangi ülkelerin egemen olduğu bakımından ele alınmıştır. Sektörün uluslararası boyutunun ortaya konmasının ardından Türkiye’deki mevcut durum analiz edilirken, Türk firmalarının yurtdışında üstlenmiş olduğu projelere yönelik istatistik çalışmalarına yer verilmiş, Türk yurtdışı müteahhitlik hizmetleri sektörünün güçlü ve zayıf yönlerine değinilerek proje finansmanının sektör açısından önemine vurgu yapılmıştır. Yurtdışı müteahhitlik projelerinin finansmanı kapsamında ihracat kredi kurumlarının rolü incelenmiş ve Türk Eximbank’ın uluslararası proje kredileri programı örnekleriyle birlikte analiz edilmiştir. Proje finansmanına ilişkin dünya uygulamaları kapsamında Güney Kore ve Almanya’nın finansman araçları ve bu araçların sektöre katkıları ele alınmıştır. Tüm bu çalışmaların ardından, proje finansmanı ve yurtdışı müteahhitlik hizmetleri sektörü konusunda Türkiye’yi, uluslararası rakipleriyle kıyaslama imkânı bulunmuş, sektörünün gelişmesini sağlayacak proje finansmanı önerileri üzerine değerlendirmelerde bulunulmuştur.

This thesis has been prepared with the aim of both analyzing the overseas contracting services sector and the financing of the contracting projects in the world and Turkey, and putting forward project financing proposals for development of Turkish overseas contracting sector. The study begins with the definitions of project financing with a broader background of the literature and proceeds with the definitions of overseas contracting services sector in terms of GATS. In the chapter regarding the construction sector in the world, overall economic indicators of the sector and the overseas contracting services sector have been analyzed in detail. In addition, it has been shown the geographic and sectoral distribution of overseas contracting sector and which countries have been dominating the sector. After discussing the international dimension of the sector, both the current situation in Turkey has been analyzed and the statistics regarding the projects of Turkish companies have been indicated. Apart from that, as the weaknesses and strengths of the Turkish contracting services sector has been mentioned, the importance of project financing for the sector has been emphasized. Moreover, the role of the export credit agencies has been investigated in terms of financing overseas contracting projects and Turkish Eximbank’s international project credit program has been studied with its prominent examples. Regarding the implementation of project financing, the South Korea and Germany have been examined with their financing institutions and the benefits of these institutions to the sector. Following these analyses, Turkey has been compared with its international rivals in the field of project financing and overseas contracting services sector. The study concludes with an assessment on proposals on how to develop project financing in the Turkish sector.
